I could give you a brief overview, about the situation focused on Germany.
There are 8 festivals founded in the 1950s and 1960s:
1951 International Film Festival Berlin - Berlinale
1952 International Film Festival Mannheim-Heidelberg (in the beginning just
Mannheim)
1954 International Short Film Festival Oberhausen
1955 International Leipzig Festival for Documentary and Animated Film
1956 Nordic Film Days Lübeck
1964 TV Film Festival, Baden-Baden (in the Beginning the Award of the German
Academy of performing arts)
1964 Prix Jeunesse international
1967 Hof International Film Festival

Dear all,
Does anyone have a list of (major) film festivals - esp. in Europe - that
were set up in the (late) 1950s and (early) 1960s?
And/or some quantitative measure of the number of festivals established
during these two decades.
I am trying to contextualise the emergence of the Thessaloniki IFF in 1960,
and any such information would be helpful.

Hi. It depends on your definition of "major" but the history of Yugoslav
film festival culture is littered with events that were initiated in the 50s
and 60s. I imagine that would be relevant for your regional context. Feel
